Qualifications:
The successful candidate will have a degree in library and information science from an accredited library school and/or a relevant combination of education and experience related to library science, and possess considerable library experience which may include administrative and supervisory roles.  Knowledge of diverse Aboriginal groups and related issues; administration, organization, and operation of public libraries; policy development within a government context; and knowledge of current trends and developments in public library practices are required.  Experience with and the ability to develop administrative policies; strategic plans; library capital and operating budgets; facility plans; library programs, services and library board structures are also required.  Strong computer skills and experience with information technology applications including technologies specific to the library sector; and experience with principles and techniques of research and analysis are required.  Ability to analyze complex issues and use problem-solving skills to present solutions, maintain records, prepare reports and correspondence, and the ability to effectively communicate with others are required.
Duties:
This position provides professional consultation with regard to program operations, professional services, and staff development within public libraries.  Coordinates province-wide library development activities and conducts workshops and training sessions in a variety of areas, such as continuing education, funding initiatives, resource sharing, facility planning, collections and program delivery.  The incumbent represents the Department through formal presentations, as well as through written or oral correspondence, to a variety of groups and individuals at the provincial and local levels.  Promoting and assisting in the development of local public library services in Manitoba’s Aboriginal communities through consultation with Aboriginal community members, local residents and interest groups.  Researches and writes reports, conducts analysis, develops and implements program plans and projects, and coordinates the programmatic analysis of statistical data reported by libraries.  The incumbent will conduct periodic planning studies, travel throughout the Province on a regular basis, and participate in sector organizations and other duties as assigned.
